If your skin is only like this in the winter, I'm thinking it is not rosacea. Though some people find that winter happens to be one of there triggers, most people that have rosacea will still experience symptoms in the summer. I find that my rosacea is definitely better in the summer and worse in the winter.
Do you flush at all? This is the main identifier for rosacea, although you can still have it without flushing. You may have rosacea triggered only by the winter cold.
What products do you use on your face? Do you combat winter dryness with a certain moisturizer?
How is your diet?

That's why I have thought it may not be rosacea- as most rosacea sufferers seem to get it worse in summer but mine is always 100x in winter. In terms of products I use I use a lot of the Paula's Choice range for the large pores and dark spots but starting from today I am stopping using any topicals as I think they are too harsh, just for a week to see what happens. Instead I am just using cetaphil and coconut oil, grapeseed oil. I'm using a very mild face wash as well and have ordered a clarisonic with a sensitive brush head to help with the dryness.
My diet is quite good I think! I'd say I probably eat 70/30 healthy/unhealthy. In the week I like to stick with lots of vegetables, fruit, eggs, lean meats, carbs from things like cous cous, lentils, quonia etc. I don't eat much dairy as my stomach doesn't react well to it. Over the weekends I admit it's not great but I don't want to limit myself too much!
Oh and yes I definitely flush especially when drinking wine but not all the time..I can't really identify a pattern to it but sometimes after 1 glass of wine I go bright red and other times I'm fine
Coconut oil can cause acne for some people.
Can it be seborrheic dermatitis with some eczema,caused by something that you might be using .
Sometimes people need to switch the things that they are using according to the season.
Have you talk to the dermatologist about this?
Also,exfoliating with brushes could cause problems for sensitive skin.
You need gentle exfoliation.
And also sometimes moisturizers can cause trouble or if they are good, balance your skin.
Clean ,exfoliate,and treat , and if you need to moisturize, then do.
I really can't give you an specific answer, since lately it's been hard to control my skin, but I have hypothyroidism, and I think since then, it's been hard to balance my skin.
So, it's kind of hormonal for me.
