I use Maybelline's Fit Me Matte+Poreless. I think it works well at covering scars and making your skin look good! You might want to try the regular one if your skin is dry.

Yes...I've been doing research on comedogenic and irritating ingredients in cosmetics recently...Fit Me is very low on those ingredients. L'oreal Advanced Never Fail also scores well...I recommend patch-testing, because you be sensitive to almost anything (minor allergies, etc. that may trigger inflammation-based acne). But those are a good start, and contain less comedogenic ingredients than just about anything available these days - cheap or expensive. (Look at COSDNA.com)

If you are willing to try something a little pricier, even if as a last resort, there is a make-up you can get from dermatologists and doctors that is intended for people post-procedure and/or have very sensitive or acne prone skin. I learned of it from another member here. It is Oxygenetix Oxygenating Foundation. There are small samples (for color-match sampling purposes) available online at Lovelyskin.com for pretty cheap. The whole bottle goes for about $50.

Myself, I have good luck with Clinique's Perfectly Real Makeup. It doesn't even seem to break me out when my face is an open wound from over-exfoliation. It's good as an everyday foundation, but I want something with a better look for occasions. It's not very long wearing, it can highlight any dry spots and roughness, and it tends to have greyish undertone to it--I really want something that gives my skin a little more 'pep' when I put it on.

Good luck with your search!

maybelline primers all have some bad acne causing ingredients like stearyl heptanoate. ELF mineral infused primers are good tho http://cosdna.com/eng/cosmetic_154c255878.html
my favorite water soluble cleanser for removing makeup is neutrogena fresh foaming cleanser. usually neutrogena dries out my skin but this one doesnt and it removes makeup amazingly well
