Toner after benzoyl peroxide body wash?

Does it make any sense to apply a toner (witch hazel + tea tree oil mix) to my arms after using 4% benzoyl peroxide creamy body wash? I'm thinking, if I understand how BP wash works (needs to sit on skin throughout the day), that it doesn't. Wouldn't the toner remove the "BP layer" and render it ineffective? Not to mention it could be overdrying.

Background: I cleared my arms with BP body wash, clyndamicin lotion and minocycline a year or so ago. I have since gotten a tattoo on my arm and the acne has returned, albeit a little less severe. I have been reluctant to start using the BP wash again, because I worried it might adversely affect my tattoo. It's been about 5 months since I got it and I feel ok about trying the BP wash again. At this point, I think I would rather risk the tattoo fading a bit than unsightly acne and possible scarring. Since the tattoo was healed I've been using ivory bar soap, then witch hazel + tea tree oil toner, Cetaphil moisturuzer and finally SA spot treatment. Since I've gotten into the routine of using toner, I guess I now wonder if I should continue to use it if/when I start the BP wash again. The same question goes for the SA spot treatment. Also, any insights on using BP wash on tattoos or any tips on treating acne on tattoos would be very appreciated. Thank you!
