- 2nd offense ~ Suspension* (1-3 days); warning level raised to 40%
- 3rd offense ~ Suspension*; warning level raised to 60%
- 4th offense ~ Suspension or possible ban*; warning level raised to 80%
- 5th offense ~ Permanently banned
* Depending on severity of the case and at the moderator's discretion.

there is a positive feedback? or if someone has some warnings and this year without adding another warning? can not reduce one warning per year for good behavior? and it seems unfair that someone who has several warning and then spend years without having more warnings should also be a reward for good behavior to those with this

I'm not exactly sure what you're asking. Are you saying that someone who has received several warnings could have them removed for ongoing good behaviour?
I can assure you that banning a member is not taken lightly and a proper and full discussion between the moderators takes place before initiating any ban.
Please also note that you have replied to a post from 2006. The board rules have changed since then so make sure you review the new rules.
