Bp On Damp Skin

Is it okay to apply BP on damp skin or if I can't do that can I use a hair dryer to dry my face? I sometimes wake up too late and I don't really have time to apply anything so I was wondering if one of these two were okay to do. Thanks :)

Dry skin will absorb products better. It's probably OK to use a hairdryer provided that it's not too hot.

Thanks, I won't use a blow dryer to dry BP in but I will only use it to dry my face after a shower so I don't have to wait the 15 minutes.
