If you're not applying it to your neck it's probably because of your pillowcase, the BP gets on it so then it can get on your neck, try changing your pillowcase a couple times a week.

Yes, when i started the regimen I got the same reaction to my neck. However it was only temporary, thankfully Keep hanging in there, and if you would like moisturize your neck more! HUGS

Moisturize...moisturize ....moisturize 🙂 add jojoba oil. Its gona go away. I had those too ...and it was brown against my neck color. It can also be cuz of ur pillow as melmel said.
