My favorite toner!
This is a very popular lotion in Japan. Lotion in Japan is the same as toner in the United States. This lotion contains arbutin which "whitens" the skin. This worked wonders on my post inflammatory pigmentation. I caution though, this might make your skin lighter. So it's important to wear a sunscreen. As for moisturizing, it does have some moisturizing properties due to sodium hyaluronate, but it isn't sufficient enough to wear alone. If you're looking for a toner that can moisturize, lighten hyperpigmentation, or whiten your skin a shade or two, then this it the toner for you.
