Towel/Facial Tissue?

I know it may sound silly to ask, but does it matter whether you use a towel or facial tissue to dry your face after cleansing? It is because, I read from a book "It is already mild exfoliation when you wash your face and pat dry with a towel", I don't know if it means the action of the water or the towel, perhaps? I read from a mag, "Don't use your towel cos they are prone to carrying a lot of germs/bacteria."
