Skin constantly oily, breakouts, routine not helping?

I've been using my currentregimenfor as long as I can remember and I feel like I'm just going through the motions rather than actively trying to improve my skin. My routine consists of a generic store brand cleanser (Rexall Puragel), a 4% BP facial cleanser (Panoxyl, leave on for a few minutes then wash off) and then the acne.org moisturizer. I do this 2x a day and although my acne isn't bad per se (depends on the lighting), it certainly hasn't gotten better. It's super oily in the morning, and combined with the summer heat, just feels oily all day, even after washing. The acne I have on my face is moderate, but doesn't seem to break skin or go away despite my routine. I also have redness around my nose and cheek areas as well as largely visible pores.

I'm not sure where I am going with this but I am looking for suggestions on what I could try to help alleviate. I have pictures below but it can be hard to tell as it depends on the lighting (natural light makes it seem far worse). Seeing a dermatologist in my area also takes months too but I do hope to start that process soon.

Niacinamide and green tea are two ingredients thay have been shown to reduce sebum production so look for them when you buy a serum or moisturiser. Facetheory supergel m3 has both. Cosrx ac moisturiser is an other option. Also, exfoliating a few times a week with a bha 2% helps unclogs the pores which leads to less comedones and breakouts. Bha has also been shown to slow oil production. Look for paula's choice lotion for ex. if you have the money, invest in a sonic silicone brush or skin spatula. Put the lotion on, wait a few minutes and then put the moisturiser. Also try a pure silica transparent powder on top. It is invisible ( really no one can tell) and absorbs really well the excess oil during the day.
