BP on old pigmentation

Hi, I have upperlip pigmentation for over a year and have had mild acne for many years. Pigmentation has not been caused by acne marks as I do not really get acne on my upperlip. I think it’s from old hair depilation techniques combined with sun exposure as I live in a country with there’s sun almost all year round and suncream is not as effective. 

I have just started using the acne regimen (used for 3 days) and I put the BP on the effected areas including my upper lip where I have pigmentation. The pigmentation area burns for a long time after I put BP (over an hour) and I am not sure whether I am imagining it but it might have got darker instantly in these 3 days. The moisuriser does not help the burning at all.

Is this normal?

Is BP good to apply on pigmentation?

Should I avoid applying BP on this area?
