11 year old with ACNE problem

Hi everyone! This might have been asked before but I am new to this board and I am still working my way around it.

I have an 11 year old daughter who has been having ACNE, the big and painful kind on her nose and around her nose area. It is mainly concentrated on her tzone.  She has dry skin on her forehead and cheeks but those are are clear (so far). I started her with a simple skin care regimen which consists of:

1. oil cleanser (to remove sunscreen)
2. water based cleanser
3. toner
4. oil free moisturizer

I have those pimple patches i got from Korea which are so great, i put one on an active pimple and leave it overnight...then gone the next day. But thing is, we slay one pimple, 2 more appear. 

She is now embarrassed to go out as her friends don't have any Acne and she has so it makes her anxious and would not want to go out and play.

My question would be, is it safe to give her actives like AHA and BHA given that she just turned 11?

Benzoyl Peroxide is not that popular in Asia, I don't think they even prescribe it as it make your skin dry and make Acne worse...as I was told.
