From what you have described it seems like it could be hormonal acne? Again, you may need to see a dermatologist to confirm.
How old are you? If you are still in your teens it may be due to that and changes going on in your body...
What are you using in terms of your skin care regime? Are you taking any supplements?
Inflammation could be caused by a variety of things, usually it's something internal. If there's inflammation or an offset of hormones in your body, your skin will show signs of this as well.
This is where people think that acne and diet have some possible correlation (though they haven't been directly linked) Also, products you're using could be contributing to the irritation.
