The best non-prescription thing for hyperpigmentation is niacinamide in the PM (you can get the 4% version on amazon), and sunscreen in the AM.
Rx treatments like tretinoin and azelaic acid can be even more effective.
Am-Lactin won't help the pigmentation, and only has a small chance of helping the scars. You could always try it though, and stop if it causes any irritation.

It could help with some hyperpigmentation to some extent, but 2% hydroquinone, 4-5% niacinamide, 10% glycolic acid, and sunscreen is better.
4% hydroquinone is best for true hyperpigmentation (not red marks).
