I believe that the answer is yes. You don't want your skin to be really dry and/or red which you can experience with bp even if you are only using it once a day.

Make sure your cleanser is gentle and your moisturizer is oil free.

Yes. During the first week when you are only using the bp once per day, you will wash and apply moisturizer the other time. Starting on week two use all three products twice daily but continue to work your way up to the full amount of bp over the next 4 weeks.
