I've had this since 2 years ago. It comes and goes it gets red then spreads but it only stays around the eye region. First it gets red, then it turns into big pieces of dry skin and it's gone. This happens quite often. I've noticed these things trigger/irritate it: not washing face, sleeping late. By the way no I do not have eczema or psoriasis... Can you guys help me out here I'm depressed... 
I was getting a rash around my eye that came then went away then spread on my face. It was a big low point for me, and I could not look anyone in the eye. My mom kept telling me to try a different face lotion. I told her that was not it and that I have been using this lotion for YEARS. I was using neutrogena sensitive skin for face. Well one day I finally listened and got cerve pm lotion and the rash cleared up the next day! Not sure if this will help you, but just look at the products you are using.
