Not one oil is significantly better than the other. Nothing magically soaks into your skin and completely replaces the sebum your own skin produces. If you need extra moisture, then any low-comedogenic oil should work, from a trusted company that sells fresh (not rancid) unaldulterated oil.
Application would be 1-2 drops into your daytime moisturizer, and 2-4 drops into nighttime moisturizer (if you're afraid of less shine).
Emu oil is rated low in its potential for comedogenecity. So you're in luck.
