A Base Cream For Mixing Active Ingredients (Like Glycolic Acid)

Hi, I recently tested this very affordable (1 DOLLAR!) lotion called Dermasil Dry Skin Treatment from the Dollar Tree store (USA), and looked up its ingredients. So far it seems that it's non-comedogenic, legitimate product registered to the NIH:

Active Ingredient

Dimethicone 1 %

Inactive Ingredients Water (Aqua), Petrolatum, Mineral Oil (Parraffinum Liquidum),Glycerin, Stearic Acid, Glycol Stearate, Glyceryl Stearate, Triethanolamine, PEG-40 Stearate, Cetyl Alcohol, DMDM Hydantoin, Magnesium Aluminum Silicate, Methylparaben, Helianthus Annuus (Sunflower) Seed Oil, Cetyl Acetate, Acetylated Lanolin Alcohol, Carbomer, Propylparaben, Disodium EDTA, Geranium Maculatum Oil, Lecithin, Borago Officinalis Seed Oil, Cholesterol, Ascorbyl Palmitate, Prunus Amygdalus Dulcis (Sweet Almond) Oil, Ethylene Brassylate, Santalum Album (Sandalwood) Oil, Rosa Damascena Extract, Vanilla Planifolia Fruit Extract

Basically I'm trying to find something less expensive than Cetaphil, for making my own face lotions because I got pure glycolic acid, and I will be wanting to peel again after many years of not being active here.

We have the injection / syringe in the kitchen that I'd be using to transfer the lotion from the mixing container, to the lotion bottle, so I'll be using that.
