I just use water i was confused as well so i just took no chances

You should use soap. It's really to ensure your hands are really clean before touching your face. It's also important to wash your hands with soap and water immediately after each step of the regimen so that you don't accidentally transfer Bp onto other things such as clothes, towels, furniture etc or it can bleach certain fabrics.

So soap and water to wash your hands before each step of the regimen and after each step.
