Redness On Chin For Years!

Way back when I was 13 the first place I ever got a lot of acne was chin. Im now 21 and my chin only has a couple small under the skin zits.

The problem is my chin is the most sensitive place on my face. It is the first to go red and the first to dry out. It is always always red, like a rash 24/7, And depending on the weather/how much irritation it gets will determine how red it is for that day. But it is always redder than the rest of my face and it has been this way for years.

In the summer I am fine because with a tan you dont notice it. But in the winter when my skin is pale its very very noticable. How can I get rid of whatever this is?

Ive been ignoring it and avoiding fluorescent mirriors for years. And when I could grow facial hair I could kind of hide it. But now I want to have skin of gods and am wondering how to solve this?
