What if BP could be less than 2.5%?

I have always wondered this, though I may be the only one. If studies show 2.5% benzoyl peroxide is as effective as 10%, then maybe 1.5% BP is effective as 2.5, and we just haven't looked into yet. I'm sure this must have been considered at some point, when scientists chose 2.5, rather than something lower? I'm not sure, but I know less percent of BP is less dryness, so it's something i've always wondered

I believe they came to the conclusion of 2,5 by carrying out some tests. For example, retin-A topicals come with %0.1 concentration at most;I read somewhere that if it was %1 it would cause major chemical burn.
