from what i've learned, hydrocortisone is for people with dermatitis/itching problems. basically, it locks in moisture or provides moisture so your outer layer of skin doesn't break to prevent bacteria to enter and irritate the skin. it also provides itch/burning relief. it might've been prescibed for anti-drying purposes? it's said to be bad to put on face because it enlarges your pores (i think). usually, you'll see lots of babies and kids using this stuff (the mildest version) because their skin is so sensitive and they get allergic reactions often.

hope this helps!
