I've heard that if you apply vasline before you go swimming it occludes the pores: the molecules are too big and block any bad stuff (chlorine, iodides, ect) from getting into your skin. They don't let the bad stuff in but they also don't clog your pores, again cause the molecules are too big. Anybody heard of this also?

Petroleum jelly can provide a protective barrier. It's one reason why petroleum jelly is used in various dressings for wound care, plus it helps hydrate a wound. And of course it doesn't clog pores.

I wouldn't go so far as to wear it while swimming unless you know the water of that particular pool has caused you problems in the past.

The largest problem with most chlorinated pools (I used to swim competitively) was the drying factor. Rinse off sufficiently afterwards and moisturize and it should be just fine.
