Can anyone tell me what this is?

My forehead has these tiny bumps and it is always red and dry. It looks like a red patch (or rash) on my forehead.

It was caused from overuse of BP a few years ago. But I never applied BP on my forehead. Does anyone know what I have -- its name? How can I get it to go away? Anyone...? The pictures, I feel, are not doing justice to whatever I have... please help...

***Please see attached photos.***

Thank you.

They are dry bits of skin. It is hard to tell in the photos, but that area is basically a red patch with little bumps on it.
