Need advice on Neutrogena UltraSheer Dry-touch Sunblock

Hi, I am currently living in NYC so it's cold right now but the problem is, I'm looking for a moisturizer that gives your face a "dry look" to it when you apply it but also gets rid of flakiness, Neutrogena UltraSheer Dry-Touch Sunblock, SPF 30 seems to do the job according to reviews. Can this be replaced as a moisturizer for the winter time? Since it is a sunblock, will it cause breakout?

It's not very moisturizing at all, so if winter dryness is an issue, you'll want to use it on top of a moisturizer. If you are sensitive to chemical sunscreen ingredients, as is fairly common, you might experience some redness, irritation, or yes, even breakouts from using it. I didn't have a problem with breakouts but I did have redness problems when I used it.
