Lots of skin-softening ingredients in there, no heavier occlusive agents. It probably won't make your skin feel oily unless you apply a lot, have really oily skin, or start layering different moisturizers but the Dove product is good! While I typically prefer sunscreens with SPF 50, the Dove product is good to go! :)

Yes, it would. :)

I just tend to stress on higher SPF protection because I don't want anyone to get sun damage and worsening melasma (extremely difficult to treat hyperpigmentation), let alone skin cancer!

No. Contrary to popular belief, there are very few truly comedogenic ingredients in products nowadays, let alone in sufficient quantities. Several of the ingredients in the product are emollients with no ingredients showing any pore-clogging properties in human studies.
