I have broken capillaries on my face, manly on my nose and under my eyes. What is the best laser to get rid of these? A laser center near me offers IPL, but I'm not sure if that is good or not.

i get ipl for those and it works great. most times it will be gone in 1 or 2 sessions. make sure they go over the broken capillaries at least 2-3 times.

IPL is a pretty good bet.
Make sure it is pure IPL, not IPL + Thermage or IPL + RF. IPL + Thermage/RF is also supposed to tighten skin, however, Thermage/RF has a lot of risks associated with it. There are many more horror stories with Thermage/RF.
