I use Bare Minerals for post inflammatory hyperpigmentation. I get dark brown/black spots but Bare Minerals makes concealers specifically for red spots also. I use the regular foundation and then the concealer on the spots. If you want more coverage it works better if you use primer first. The best thing is that the make has SPF and it'll keep the spots from getting worse. Good luck!

Yes, it is a loose powder but the coverage is amazing with primer. And after you use the concealer to spot cover with a concealer brush it works magic. And once the spots are lighter you could switch from the concealer to the foundation as a spot concealer as a closer match. Find the right foundation for you and try the bisque concealer. They have descriptions on whatis best for skin with red undertones. If you need a powder it works best with the mineral veil. It seeps up the oil. ;)
