P.S. I just started shaving maybe 2-3 weeks ago and my chin and sides have gotten alot worse especially my Chin I get alot of acne bumps that get bigger and get painful and huge. I use a shaving cream before I shave and I do wash my face before that with hot water and soap. And I also put on baby lotion after I Scrub/Wash my face since it gets pretty dry.

After you've washed your face with a cleanser you want to dry off your face with a clean towel. Don't rub your face dry, just kind of tap it dry with very little force. Your face will probably still be a little wet, but if you wait 5 to 10 minutes it should be dry. When your face is completly dry you should put on your moisturizer. The reason for this is that you've just got rid of all the oils that were on your face, including the good ones. If you don't moisturize your skin your body will actually produce extra oil to moisturize the skin naturally. That's what you want to avoid at all costs! The hard part is finding a good moisturizer. Everybody has different skin and thus everyone will react to moisturizers differently. A general rule of thumb is that you want to go for a moisturizer which is non-comedogenic, doesn't contain any oils (that baby lotion of yours is REALLY bad) and isn't greasy (you want it to be light and easily to put on your face). I personally use Hydrance Optimale Light from Avene, you should be able to find this online (Europe as well as the US).
Finally you can use benoyl peroxide to dry out your acne. Opinions differ about the use of benzoyl peroxide, slathering it over your face versus treating individual pimples. I personally do the latter, because I find that it can be quite agressive on the skin. And I want to irritate my skin as little as possible. But like I said before, everyone has different skin so maybe it won't have such severe effects on your skin seeing how it's naturally quite oily.
This I'm afraid was the easy part. The hard part and honestly most important part is the diet. Acne is causes by a homornal disbalance inside your body and thus something internal not external. Topicals will help in the short term, but not the long. So what you basically want to eat are foods that have a low glycemic level, vegetables and fruit. Yes, I said vegetables. Why? Because you need the vitamines, fibres, you name it. It is just full of healthy goodness. So man up and stuff those veggies down! The foods you should avoid are non-natural sugars and diary products. I'm purposely saying avoid and not eliminate. A little won't do much harm, but just keep it to a minimum.
Any additional tips I would give you are not to shave too frequently. Definitely not every day. Shaving can also cause skin irritation. You also want to look into getting a shaving cream which is non-comedogenic. Change your pillowcase as often as you feel is necessary (atleast every week but seeing as you have oily skin I'd say more). DON'T touch your face unless you are cleansing or moisturizing it. DON'T pop pimples no matter how tempting it is, you can actually rupture your folliciles making the infected goop actually go deeper into your skin causing even more inflammation. I'm sure there is some stuff that I'm forgetting, but I'm sure someone else will point it out for me.

Edit: and something else that might make you happy. You might think oily skin is bad for you now, but you'll be glad your skin is oily when you get older. That's because oily skin will actually slow down the aging process. which means you will get less wrinkles!!!

Although I prefer to address the "root cause" of acne and provide real solutions to the acne challenge, there are just going to be times when you haven't followed an effective anti-acne dietary regimen or your hormones have gone haywire, and your skin has suffered for it. During those times, please think twice about rushing out to pay a king's (or a queen's) ransom on expensive topical treatments that may take weeks to show improvement to your skin anyway. Worse, many of these products can dry out your skin and cause skin sensitivity, redness, and less-than-appealing peeling.

hey will, well first of all when you say scrubbing you face, i hope you dont literally do that, the worst thing you can do i over irretate your face and i know from experience the by using a cleanser with a lot of an acne fighting ingredient you may think that youre killing the acne faster but what happens is you dry out your skin so much that your skin feels the need to compensate for all the drying therefore resulting in your overactive oil glands. i recommend a very mild cleanser like a clinique bar soap cleanser and dont lather on your face for more than 10 seconds, thats all you really need. You should try finding a moisturiser i found this really shitty acne moisturiser that does a terrible job fighting acne but is great as a moisturiser. Its very mattefying which if you dont know means like it makes your skin look shine free. and as for those times when youre out and your face gets really shiny, you should try buying blotting pads, which are basically really soft pieces of paper that absorb all the oil from your skin! i know it might take your man card away or some bs like that but i would rather lose my man card than look like a greasy pig. the blotting pads may or may not be expensive but if they are go to the dollar store and buy some tissue paper and cut it out and keep it with you on the go, toilet seat covers work well also. I also found that using an egg mask works well so you should try that
