I know I've been ranting about moisturizing a lot but here we go again: if you have a proper moisturizer and use enough, your skin won't get dry and flakey, it will just stop oil production but look healthy.
I can't emphasize enough how important it is to get a good moisturizer and moisturize even if the surface of skin doesn't feel dry. The skin reacts to dryness by boosting sebum production which causes the outbreak.
If you don't want to or can't take Accutane, you could try taking Vitamin A supplements. They balance your hormonal oil production. I took vitamins for a while but stopped it when I got on medication, it doesn't cure your acne but after a while it will reduce oil production.
You need to make sure you don't take a lot though because too much Vitamin A is toxic.
edit: Natural Beta Carotene would be the best type of vitamin A supplement
