To quote the "Acne Cure" book. No!
Only if you have some specific allergy to chocolate. Chocolate does not effect acne for everyone, nor do other foods.
Studies have been done into this where people with acne eat chocolate. They find it makes no difference.

This sounds more like you're allergic to an ingredient in the ice cream.

Something that immediate would indicate an allergic reaction.
Myself, I can eat a whole friggin container of icecream, and hot fudge, and not get a single zit.

Acne usually takes a week to surface so I doubt anyone could really know what foods trigger their acne. I'd say in almost every case it makes no difference.

Well for 10 years of my life I avoided sugar and chocolate deligently and my acne problems never changed. While I even used a variety of topicals and oral medications, it still never improved beyond 60% - 80% (mainly 60%) depending on the season (8 - 9 month breakout cycle). Of course my skin didn't because I was still eating foods that threw my hormones (insulin, androgens, etc) out of balance enough to continue giving me acne, DESPITE being on anti-androgen medications! Then a year ago I changed me diet, dropped mainly bread products (no wheat, barely, rye products) and whola, I'm now 99% clear. I got this way by following a Gluten Free diet and taking a reduced dose of spiro (150mg), but the diet has made the biggest impact in my skin and a variety of other areas.
As for whether you are simply just allergic to cocoa, I can't say, but it's possible that chocolate CANDY can break you out. I finally found out that while I can eat all the chocolate I want, if I touch soda, I'll breakout. So at least part of that myth is true for me ;-) Yet, I would like to say that when that "Chocolate Study" was performed, they gave children the SAME amount of SUGAR in the chocolate or placebo. So of course it didn't make any difference, they were still eating the same amount of carbohydrates. Not to mention, if their problems stemed from consuming Refined Carbohydrates, Bread products, or all grains, no wonder there wasn't any significant difference. Afterall, carbohydrates, usually the refined ones and not Fruits & Vegetables, compose around 65% - 75% or MORE of our daily food intake. Think about...no wonder health problems are on the rise.
Trust your instincts ;-)
