The answer is much more complicated than your question.
Let's just say that ONE sole factor doesn't cause acne.

i totally think that being in polluted areas contributes to acne....of course it's not the cause of acne, but i think it's certainly a factor. i lived in a huge polluted city in a foriegn country for a year and my acne got A LOT worse while i was there...

the clean air must certainly of helped though
Acne has become more of a problem than ever in past decades, so yes, I think that polluted air makes it worse.

YES, I do think that pollution contributes to acne.
I had beautifully clear skin until I moved to Dallas last May. That's when the breakouts began. I went to college in Arkansas and enjoyed four years straight of clear skin, with just one blemish every other month or so. Now that I live in Dallas my face is a wreck. I'm not sure I can blame everything on pollution, but I'm sure it has a lot to do with it.
I was talking to a friend recently and she said that her acne was terrible when she lived in Houston and now that she's in Arkansas it's much better.

I had it bad when I was at home(UK) but I went to New Zealand for 3 months and it cleared up about 90% most of it, now im back home and it has flared up again.
