On my cheeks I get zits that are underneath the skin,,, it will be puss filled , and will not come up for while. Is it ok to pull the hair out that is on top of it to try to get some of the puss out?

I'm a serious picker and those types of pimples you are talking about cause MAJOR scabs. It probably hurts, but it's best just to put a warm washcloth on it.

ive only pulled the hair out when it was an ingrown hair. otherwise i would say no, dont do it.

I would say YES, ALWAYS. If a hair is growing out of a zit, PULL IT OUT. I've done that for 35 years, and in my case at least, doing so either brings the zit to a popable head or makes it heal significantly within 24 hours of removing the hair.
Why? Well, I'm no dermatologist. But here's my reasoning. Such zits are caused by one or another infection within the hair follicle. It therefore stands to reason that by pulling out the hair, you remove part of the infection, create a path through which the infection can escape, or both.
(I should add that I've never had extremely severe acne, but I've had zits on my neck, back, and sides/back of my head off and on since sixth grade).
I have always PLUCKED ingrown hairs as well, rather than merely tweeze them out of the zit; and have always had excellent results from doing so. If an ingrown hair is causing the infection, how can you expect the infection to be healed if you don't PLUCK the hair?
Of course, one should first sterilize the tweezers with alcohol or hydrogen peroxide. ALSO, use one or the other to wash the zit after de-hairing or popping it.
Bottom line: Assuming that you first use those antiseptics, you have absolutely nothing to lose by pulling out such hairs. Doing so will NOT create scars.
