The only reason I said to get it checked out was because...well, I don't want to say it to freak anyone out, but I would be worried just because many people (and I mean 50%+ of the population) is infected with the herpes virus orally in the form of cold sores. Even when there isn't a visible cold sore, sometimes there is a risk of transmitting the virus, and just to be on the safe side, I would personally get it checked out. It probably isn't anything serious, and I'm most like just extremely paranoid, but again, it's much better to be safe and know for sure what it is rather than forget about it and possibly infect someone else...right?

"Small bumps on the penis can be a few things. Little white bumps on the shaft of the penis that don't hurt and are not red and swollen can be pimples or ingrown hairs. These are common and they're nothing to worry about. Another condition that's normal and no cause for worry is called pearly penile papules. These whitish bumps appear on the glans (top) of the penis, or along the edge of the glans, in about 15% to 20% of guys.
If you are or have been sexually active, bumps on the penis may be signs of sexually transmitted diseases (STDs). Blisters, bumps, or ulcers that are painful may be herpes. Another STD, genital warts (HPV) can show up as bumps on the penis. Sometimes these are irregular in shape or even barely seen, and they're not painful. Some other sexually transmitted infections, like syphilis, can also show up as painless ulcers on the penis. Although the bumps associated with STDs may not be painful, they could put your health at risk if they are not treated quickly and properly.
Of course, the skin on the penis - like the skin anywhere else on a person's body - can get irritated. And it's often hard to distinguish normal bumps from those caused by an STD. So the only way to really know what your bumps are is to be examined by a doctor. If the bumps are caused by an infection or other medical problem, you'll be able to get treatment. And if the bumps are normal, you'll go away reassured. "

That is pretty much a myth which is still sold to Americans. It is like having an eyeball without an eyelid - it is in fact protection and is the other way around. The US has both the highest percentage of sexually active circumcised males in the Western world and the highest rates of sexually transmitted diseases, including AIDS.
Stop alarming the poor lad. Put a bit of Clearsil on it and forget about it. The lad hasnt been sleeping about, so the risk is totally minimal.
People get a few zits sometimes after shaving down there or sometimes without any reason. It is normal. Dont worry about it sonny Jim.
