I think checking the red skin under the light to see if it is porous is a way to tell if it is either scar tissue or normal tissue with just blood trapped in layers of tissue underneath it.
If it is the latter (a "splotch" according to the doctor in this article: http://www.gallatinnewsexaminer.com/apps/p.../509290323/1229 ), then it is technically a bruise to the face (see http://www.ehow.com/how_3556_rid-hickey.html ).
And according to that site:
"Once the blood has stopped spreading around the bruise, apply heat, which dilates blood vessels and thus speeds up the sweeping away of blood cells. In most cases, moist heat is more effective than dry heat, because the moisture helps wick the heat beneath the skin."
