Is There A Way To Differentiate Between Spots Caused By Irritation And Other Causes?

I use tea tree oil to treat new forming spots. I try to avoid irritation by using a soap free cleanser, and applying moisturiser before putting the tea tree oil on neat.

I have seen results, and my skin doesn't breakout as bad as before, but I do notice that sometimes the oil feels like it's burning my skin slightly, which subsides after a while. The new spots I seem to get are small whiteheads, that don't get too red, but are sensitive to touch. Like a stinging sensation when rubbing over it.

Could this mean they are caused by irritation?

i get irritated from cleanser/moisturizer. so yea
