Simple skin in general question related to scar.

1. When exactly do you declare an uneven area on your skin a "scar"?
What I have are uneven skin areas near my nose but they are still red.
Do I have to wait until the redness completely disappears before confirming its a permanent "scar" since redness means its in its healing process.
My scars aren't deep or anything, its just a bit of uneven skin.

I have one more question

2. Since skin continuously regenerates and "grows" beneath your surface skin and that the surface skin is constantly peeling/shedding. Does this mean that light scars will eventually disappear?
How I see it is that your skin is constantly moving upwards (if your know what I mean) and the top layer is constantly being removed. Correct me if I'm wrong.
