Can you apply retinoids on the side of the face? For eg near the neck there. And if there is acne there, Will it cause a initial breakout too?

I think so! It's full of vitamin A, which repairs your skin! Carrots are PACKED with vit A!

Retinoids are vitamin A derivatives, accelerating the process by which cells desquamate, thickening the underlying dermis (though the epidermis is thinned, resulting in photosensitivity).
You can use it anywhere, really, it's just a matter of how sensitive the skin is. For your neck, you'll probably experience more dryness, redness, etc. than you would on your face, if for no reason other than the fact the skin on your neck is much thinner. You're also likely to experience an initial breakout.
