I was on tazorac gel for about a year, and it stopped working so i decided to try the regimen again, before i was on the regimen for about a year and stopped using it, would it be ok to come back on the regimen and use the full finger of BP?

Start out with a very small amount again. Just because you've used BP in the past doesn't mean that your skin doesn't need to adjust to it now. Pretend you've never used BP, and you're starting from scratch, and slowly work your way back up.
