How can I get an appointment for consultation with this Dr Chu? Does a consultation with him cost anything?

You need to get a referral via your GP. If you can get an NHS referral, you won't have to pay anything. Unfortunately, Dr Chu is extremely busy (because of his popularity), but he has trained some very good derms who mainly do the NHS work. Privately, he still has a very long waiting list.
If you want to go private, then phone Hammersmith Hospital, London and ask for Dr Chu's P.A.

So I just go to a GP and ask for a referral, will he give it regardlessly?
Or only if he thinks its necessary?

Well, if you have serious scars, then you will probably get a referral. If it's just a couple of scars or loads of red marks, I don't think Dr Chu's clinic will be interested for NHS work.
It's up to you to fight your case. And I have no idea how bad your scarring is. If you go via the NHS like I said, you may have to wait a long, long time .. and not get to see Dr Chu anyway.
