red/blue grow led bulbs??

Hi guys,what do you think of these kinds of bulbs, they are called "grow lights" for growing plants.

Would this be safe to use on your skin? You can get these bulbs on ebay for like 25 dollars or so. The red peaks at 662 and the blue peaks at 230 - a little high but still fairly close?

Blue is not even close, red should be fine. The blue, if it can be called that, would be within UVC range, not something you want hitting your skin.

The blue bulbs that are normally used are within the 215 zone or so, right? And I've seen bulbs for higher peaking at 260 that are safe to use on skin.
