Maybe you should try BP gel because it stays on your skin whereas wash doesn't.

1) Yes hotter and more humid weather does make acne worse because the p.acnes love the warm and moisture enviroment so it breeds more. Notice that people in the tropics tend to have much worse acne because of this reason. There is nothing much you can do about it but many people have reported that splashing water on your face frequently throughout the day helps.
2) It's impossible for p.acnes to become resistant to benzoyl peroxide. However, many people on this board have complaint that they do become resistant to it. Could it be the application problem here? It could be working but maybe you are applying too little? 10% benzoyl peroxide seems a little too high. If you do find yourself being resistant to benzoyl peroxide, you might want to find other alternatives like tea tree oil or salicylic acid.
3)I don't know what it is indicative of but I do know if you breakout along your jawline and chin, it signifys hormonal acne. I think getting acne at other parts are just well normal acne. Maybe you should start changing your diet and see what happens. Dairy and sugary foods are triggers of acne. Even if the change in diet doesn't do much to help ease acne, at least you know you are healthy!
