It is definitely NOT severe, and you have NO scarring!

It looks like many comedones, or clogged pores. It looks like the majority of them are inflamed.
Are any elevated above the surface of the skin? If they are, you'd be a great candidate for the DKR that's explained under the Regimen part of this website. Benzoyl Peroxide works well at getting rid of inflamed acne lesions because it kills the acne bacteria. If you do use the Regimen, be sure to follow it closely and moisturize like mad!
If the lesions are not elevated above the surface of the skin, you'd benefit from beta hydroxy acid, otherwise known as salicylic acid. The best by far out there according to reviews on this website is: Paula's Choice BHA. Most would recommend the 2% as lower concentrations wouldn't give you enough exfoliation effect. Salicylic not only exfoliates the surface of the skin, but because it is lipid soluble, it also goes through the oil on your skin and exfoliates inside the pore.
Are you using any type of cleanser now, particularly any kind of scrub? If you are, that might be contributing to the irritation and inflammation. My skin looked just like that after a bad experience with a harsh acne scrub. It healed up on its own and just took some time.
If you feel you must scrub, don't do it.

Exfoliation is good, but it's best in moderation. I myself love the baby's hair brush method of exfoliation, and you can read about it if you follow the link in my signature. It visibly reduces the number of clogged pores after every use.
Other good scrubs I have read about on this site: Nivea's Energizing whatever scrub for men (good for women, too!). Hmm, some people like the
gentle version of St. Ives.
Wash your face only twice a day, and use a gentle cleanser that won't strip you of all your natural oil. Your face shouldn't feel 'tight' when you finish washing. Use warm, not hot water. Hot water irritates the skin, increases inflammation, and can cause increased dryness and 'tightness' and itching. All around not very happy for the skin.
