It sounds like a cyst. Is it painful? Even if it isn't, icing it will help the swelling. Taking an anti-inflammatory like ibuprofen or naproxen sodium will reduce the redness and swelling. Since it has no head, definitely don't squeeze it!
Exfoliating the whole body helps with clogged pores. You could also use your scrub on your neck (gently!).
