As the title says, does using these lamps kill other good bacteria on your face aswell or target only P.acnes?

No it's very specific for P.Acnes. It doesn't even kill Staphyloccocus or Streptococcus.
I think it kills all Propionic bacteria, including P.Acnes. I think that the porphyrin activated by the light is used by the bacteria to manufacture propionic acid, which gives the bacteria its name (and attacks your skin).

Yeah. Coporphyrin III generates singlet oxygen when irradiated with UV/violet light down to 420 nm (particularly 405-420nm). The singlet oxygen released within the bacteria really messes with the poor bacteria causing progressive genetic damage.
It doesn't get activated in the sense of generating more propionic acid if that's what you mean.
