Help with SHINY skin!

This is really bothering me, because my skin is NOT necessarily oily!
In fact, it's often just the opposite - very dry!
I've been on Accutane for a while so to be quite honest, I almost forget if my skin was very oily before the meds.
But even still, my forehead and chin are almost always shiny and I have no idea what to do about it.
There's a gazillion products for clearing your face, getting rid of pimples, blackheads, etc... but what can you possibly do about a shiny forehead in March?
Coming off Accutane, it's not so terrible right now... but I am awaiting the full on return this spring and I'd like some tips on what to do about this.
I've read about not washing with soap, washing with special soaps, using cold water, using hot water, using clay masks, using cucumber juice, and so on...
Are there any proven or helpful ways of actually getting rid of that shine on your forehead?
I remember finding myself running to the washroom a couple of times a day last summer to splash water and a bit of soap on my forehead and chin... but that didn't really do it. It was just a drier shiny forehead/chin.
It's really frustrating, I'm almost in my mid twenties!
