I don't have any myself so can't speak from experience but here are a few tips I know of:
It isn't advisable to put normal moisturiser on the eye area as it is too thick for the skin there (I read that it can cause milia). If you really want to try something see if an eye cream/gel will reduce it.
I know this isn't very manly but, em, cucumber slices? It's supposed to help reduce puffiness so it's worth a try. You can also get cool eye masks which I think you put in the fridge before using.
I use RoC eye & lip cream myself which contains retinol but I'm quite wary of using too much retinol so restrict it to nighttime usage. This is pricey stuff though.

I know I get dark circles from my allergies, so my medicine helps.

Exercise.
A good 2 or 3 mile run daily will do wonders for your eyes.

hangover/too tired bags - excercise, drink more fluids, get more rest.
Puffyness - sleep on your back, do not moisturize as it will make it worse.
Dark Circles - get more rest, use a concealer with a yellowish tint.

I have found that when I lose a significant amount of water weight after exercise (~7lbs.) My eyes become the opposite of puffy... they become sunken in! A look I must admit, I do enjoy! When I do rehydrate however, It does comeback not nearly as bad as as when I wake up, but they still come back. I am currently searching for HEALTHY ways to eliminate my puffy bags / water retention. I have read about:
Liver flushes work
Exercise
Sweating
Preparation-H with BioDyne (works but I do not know how healthy/safe it is on eye skin)
Does anyone know of any HEALTHY/SAFE/maybe ORGANIC NATURAL treatments to help eliminate Eye Puffiness?

Oh, and one other thing....some eye creams which are for wrinkles can actually worsen the bags under your eyes because they are designed to grab moisture and hold it in. I have to be VERY careful when applying eye cream so make sure that I only get them at the corners of my eyes because otherwise I develop those infamous bags.
I'm also beginning to wonder if they could be a result of an allergy or reaction to something because I am painting my house and both times (had to take a week break because of rain) I started painting, under my eyes puffed up enormously! Its been terrible!

Damnit I've been drinking TONS of GREEN TEAN with caffeine. Time to switch I suppose.
Have you ever used SKINBIO.COM's products for eyes?
(CP night eyes / CP Serum / etc.)
I know people on the scar treatment forum use skinbio's products. Wondering what you guys think of their products for eye wrinkles, bags, etc.

Sooth with cucumber & eyebright gel and use a cool eye mask.
Always thoroughly remove eye makeup before bedtime and be very careful not to use a heavy moisturiser as they won't absorb properly, use a special moisturiser designed for the under-eye area. Don't go for antiwrinkle creams as they plump up the skin - ultimately stretching it.
To refresh itchy uncomfortable eyes, dissolve some bicarbonate of soda in kettle boiled water, allow to cool (so it doesn't burn you!) then use cotton wool pads to cleanse your peepers. It feels really nice.

My eyes swell from allergies and/or make-up being on too long. I keep some chilled bags of chamomile tea in the refrig for just such an occasion! Cucumber slices work fairly well, too. I have used store bought products under my eyes without success. However, a couple of years ago I started using virgin coconut oil or almond oil underneath my eyes as a moisturizer since I was getting fine lines around my eyes. Now, at 35, my lines are gone and I only have puffy eyes from either make-up itself or an allergy - and pretty rarely too!
I do have darker circles under my eyes - but I've had them ALL of my life - even as a kid. Hereditary. But as many others have written - sleep and hydration will do a lot. Keep in mind that smoking and alcohol will do their damage and leave their mark.
One thing is for certain when it comes to bags under the eyes - for many people the effects can be permanent after the damage has been done. Mom always told me not to rub my eyes too hard, to only use my fourth and weakest finger under my eyes when applying make-up or smudging an eyeliner, and when applying any kind of moisturizer to lightly tap it on that area or to start at the outer corner and lightly apply towards the inner corner. Most beauty magazines cover this subject as well. The skin under your eyes is some of the most delicate skin on your body - it will quickly show the ravages of time, misuse, or an unhealthy lifestyle.

What does the regimen has to do with fat deposit under your eyes or an allergy or the force of gravity?
Your baggy eyes certainly have nothing to do with BP. seriously...those two are not related in any possible way (unless you are allergic to BP, but then if you are allergic to BP, your whole face will be swollen)
The bags that you see under eyes can be the result of a number of things. Genetically predisposed, environmental factor that cause allergy so you tend to have baggy eye because your eye tissue is swollen, lack of sleep,.....and.....when you get older, the "bags" that can develop as a result of fat accumulating on the lower lids, or the opposite you lose the fat around your face, from loosing weight or diet or just simly getting old, once your facial fat are gone, skin under your eye is sagging and sagging. As a result, you will end up with left over skin under your eyes.
I'm really tired of those cosmetic company that try to make us believe that their expensive cream can get rid of baggy eyes. In reality, they simply can't. There is not a single cream on the market that can get rid of baggy eye. It is as simple as that.
As for Preparation H:
A spokesperson for Whitehall-Robins, maker of Preparation H, informed us that the product "helps shrink hemorrhoidal tissue and is not meant for the area around the eyes. There is no clinical evidence to support that it reduces eye puffiness." http://www.straightdope.com/classics/a990305.html

It might work for some people but the effect only last for couple hours and it is definately temporary. It can also irritate your eye areas quite badly.
Seriously... no cream or moisturizer can reduce baggy eyes All you can do is to limit your 'risk' of getting one.
Eat right, sleep well, exercise, try not to get allergy.
If you do all of those and still have baggy eyes, then go under the knife and have them removed. (I'm so not kidding here. Cosmetic surgery is the only effective way to remove fat out of your baggy eye or remove excess skin from that area.)
