Celeteque Water-based Moisturizer (but I think it's only available here in the Philippines)

Cetaphil Moisturizing Cream is also good but it's not oil-free. It's non-comedogenic and dermatologist-tested though. I use it only at night.

Clinique Moisture Surge Extended Thirst Relief is really great. It works for pretty much every skin type and meets all your criteria. My best friend has super dry skin and I have acne prone skin and it works equally well for both of us and has yet to break either of us out.
